Many of WMR’s routes were originally operated by different railway companies, such as the London and North Western Railway (LNWR) and Great Western Railway (GWR) before the Cross-City Line opened in 1978, linking Lichfield and Redditch via Birmingham.

Before WMR, services were run by London Midland which operated both local and long-distance routes. Passenger numbers grew, leading to overcrowding on key routes like the Cross-City Line.

In December 2017, West Midlands Trains took over the franchise, splitting operations into West Midlands Railway (local/regional services) and London Northwestern Railway (longer-distance routes)
